The LEP’s funding comes from the Government’s Local Growth Fund.

The Cattle Market is located at the heart of Liskeard, at the edge of the main shopping area.

Since the final sale at Liskeard Cattle Market in December 2017, work has been going on behind the scenes to determine a great future for this prime town centre site.

Cornwall Council has been working with Liskeard Town Council, local Cornwall Council members, and other stakeholders to identify future options for the Council owned site.

The emphasis is on bringing more local people and visitors into Liskeard. That includes the sale of part of the Cornwall Council-owned site for retail uses that are complementary to the existing businesses in town.

The site is broadly split between car parking and the Cattle Market area with a number of small retail / workshop spaces along the northern boundary. The southern part of the site forms the Cattle Market which is made up of several buildings and livestock pens.

Priorities have been defined with the help of the Neighbourhood Plan, views put forward by residents during public consultations,  a business demand study conducted by Liskeard Town Council and the Liskeard Cattle Market Charrette. 

Community, arts and the potential for attracting creative industries are  high on the agenda, as well as potential expansion of the GP surgery. Both councils are working with the trustees of the Liskerrett Community Centre to find funding for expanding community facilities.

Progress so far

Liskeard Town Council at their meeting in October 2019 saw the latest Liskeard Cattle Market presentation.  It sets out the progress so far on the masterplan as well as proposals to provide work space aimed at digital and creative industries.

ERDF Workspace

Since the closure of the cattle market in December 2017, the Town Council, Cornwall Council, the community and other groups have been working together to develop proposals to transform the site with a mix of uses that will regenerate the site and support the vitality of the town centre.

Subject to securing planning permission, the first phase of redevelopment to progress will involve the demolition of derelict buildings and cattle pens and construction of new workspace ‘The Workshed’, which will be located close to the town and provide 17 flexible units aimed at Cornwall’s booming digital and creative industries sectors, supporting around 33 jobs and adding around £1.2m a year to the local economy.

This work is expected to cost around £5.6m and which is being funded through a £590,000 grant from the Government’s Local Growth Fund, which has been awarded through the Cornwall and Isles of Scilly Local Enterprise Partnership, with the remaining funding being sought from the European Regional Development Fund and Cornwall Council’s own investment.

In addition to the new workspace being built, the adjacent car park will be re-laid and a new covered market area will be created, together with high quality public spaces. The planning application for this work has been submitted by Cornwall Council and is expected to be determined by Committee in September.

Cattle Market Makers Project

The Liskeard Cattle Market Makers Project – led by Liskeard Town Council, is another exciting initiative that is planned for the Cattle Market site. This project is seeking investment from the Community Led Local Development (CLLD) Programme and Cornwall Council to build a community of makers and provide effective meanwhile use while some of the longer-term plans for the cattle market take shape. Subject to funding and planning approvals, it will include delivery of a Creative Industries Hub, a small-scale and modular development of c.100m2 that will incorporate workspace units, training rooms and a site office and which will be aimed at individual craftspeople and makers, as well as providing business and skills support. This support will start with established makers, who can help as trainers and technicians, and will extend to economically inactive people whose interest and confidence can be stimulated by participating in creative and craft activities as steps towards education, job search or self-employment. Cornwall Council is supporting the Town Council with bid development and will act as delivery partner with the specific role of delivering the workspace element of the project.

The development of workspace in Liskeard is identified as a priority within local place shaping strategies, building on local strengths and capitalising on local opportunities, whilst contributing to the productivity of the area both through the direct impact on local businesses and the knock on impact of the regeneration of the town centre. The project will combine physical regeneration, through delivery of the Creative Industries Hub, and business and skills support to enable the growth and expansion of the creative sector in the Liskeard area. It will provide unique opportunities for excluded individuals to gain arts and crafts skills that can help them on the way to securing employment within this expanding sector of the local economy.
