Amongst other things, the white paper offered councils in two tier areas (where there were separate county and district councils) the opportunity to submit proposals to  reorganise the local arrangements and set up a new unitary council.

Cornwall County Council submitted a proposal for a single council for Cornwall which in July 2007 was approved by the government.

The new council, Cornwall Council, came into being on 1 April 2009 and the first elections were held on 4 June 2009.

On this page you can find the original unitary proposal documents submitted to the government and links to the related legislation that enabled Cornwall Council to be set up.
