Public meetings to be held as review of parish and town councils continues
A series of 10 public meetings will be held across Cornwall in September and October as the first review of parish and town councils across Cornwall since the 1970s continues.
In April Parish Councils and residents were first asked to submit their thoughts by mid July on any changes they would like to see in their parish or reasons why they did not want change in their area.
Cornwall Council received over 200 responses, many of them with detailed proposals for change. Later in the year the Council will draw up its own recommendations on what should happen but first people are being given a chance to comment on the proposals that were submitted.
The Community Governance Review is conducted by Cornwall Council and overseen by the Council’s Electoral Review Panel. A Community Governance Review can:
- Make changes to parish areas – changes to boundaries between parishes, create new parishes or merge existing parishes.
- Change the number of parish councillors on a particular council, and introduce or change the parish wards within a council.
- Change the name of a parish council
The panel’s chairman, Councillor Malcolm Brown, said: “These public meetings will allow us to really start testing public opinion on the issues and ideass raised during the review so far.
“Many of the proposals are highly controversial. Some town councils want to expand their boundaries into surrounding rural parishes. Elsewhere there are some places where it is being argued that an exiting parish should be divided so that different communities have their own council.”
“The main objective of the review is to ensure that community governance arrangements work effectively in futurefor the benefit of all at the parish level - and we want to ensure we get it right."
Once the meetings are concluded, the Council will consider all the opinions it has received. At the end of this year it will publish its draft recommendations for the future and undertake a 12 week public consultation. Final decisions should be made in June 2020.
This timeline is intended to ensure the agreed changes can be implemented in good time so they can take effect at the 2021 local council elections.
Details of the meetings are in the table below. All meetings will have a 6.30 for 7pm start time and will aim to finish by 9.30pm.
