We regularly undertake residents' surveys as part of our continuous drive to improve performance.

We have recently undertaken a residents' survey. Residents feedback will be taken into account as part of our Business Plan and MTFP Budget refresh. This is so that we can make sure the Councils’ priorities continue to be based on what residents have told us matter most to them. The results will be published in full, and reported in a Council Performance Report.

You may be aware that Cornwall Council has significant budget challenges. Along with most other Councils across the country, we are continuing to have to manage these challenges.

From 18 September until 14 December 2020 we invited views on our draft budget. This was to get an understanding of your priorities, needs and aspirations for our services and your community.

Consultation on the Hayle Growth Area Concept Plan

Hayle Town Council and Cornwall Council would like your views on a concept plan. This focuses on an area south of Hayle and sets out how development in this area should come forward. Closed 10 August 2020

Consultation on the Launceston Southern Growth Area Concept Plan

Launceston Town Council and Cornwall Council would like your views on a concept plan. This focuses on an area south of Launceston and sets out how development in this area should come forward. Closed 10 August 2020

Consultation on the Draft Carers Strategy and proposed Carers Service model

We welcomed views on our draft Carers Strategy 'Cornwall Cares for Carers' and the proposed model for Carers Services from July 2021. The draft plans have been based on engagement with carers. Closed 16 August 2020

Consultation on Draft Adult Social Care Charging Policy

We consulted on Cornwall Council’s adult social care charging policy to make sure this policy is fair and easy to understand. Closed 11 November 2020.

St Austell to A30 Link Road - Compulsary Purchase Order and Side Road Order consultations 

As part of the preparations for the St Austell to A30 Link Road, we consulted on the Compulsary Purchase Order (CPO) and Side Road Order (SRO). Objections to these orders needed to be submitted by 6 November 2020 (CPO) and 27 November (SRO).

Nansledan Local Development Order Consultation

We invited feedback from residents and stakeholders. This was on plans to simplify how the development of homes and community facilities at Nansledan near Newquay proceeds in the future. Closed 17 November

Wave Hub Fishing Mitigation Fund Consultation

We invited views on how best to use the funds available for the Wave Hub Fishing Mitigation Fund. We sought views particularly from people who have a connection to the fishing communities of Hayle and St Ives.  The consultation closed on 23 November 2020.

Cornwall Community Governance Review

We recently undertook a Cornwall Community Governance Review. This was to review and make changes to governance arrangements at parish level. This included:

  • parish boundaries
  • number of parish councillors
  • parish warding arrangements

This was to ensure they are working as efficiently and effectively as they should be. It was also to make sure they are reflective of the identity and interest of local communities. Any agreed changes will take effect at the 2021 local council elections.

  • Cornwall Council is creating a new planning document to help us tackle the challenges of Climate Change through planning by:

    • strengthening existing policies
    • creating new ones
    • making allocations that address the climate change issues affecting Cornwall

    We consulted on the scope of this Climate Change Development Planning Document (Climate Change DPD) until 26 May 2020. Further consultations are expected to take place later in 2020.

  • Cornwall Council invited views on the draft Launceston Air Quality Management Plan. This was for measures to improve the Air quality in Launceston. Closed 4 May 2020.

  • Cornwall Council invited comments on proposals to implement a road improvement for the A39 Atlantic Highway. This was to provide a Camelford Bypass. Closed 16 April 2020.

  • We consulted on the draft Clean air for Cornwall Strategy. Closed 15 April 2020.

  • We have recently reviewed Adult Social Care Direct Payments and drafted a new Direct Payment Policy. This will help people to understand:
    • how to get a Direct Payment
    • what they can be used for
    • what is involved in being a Direct Payment holder
    • what checks the Council will make
    • what happens if there are problems. 

We asked for people’s views on the new draft policy. Closed 15 November 2019.

  • We have to review the Public Spaces Protection Orders (PSPOs) that control dogs on beaches every three years and are currently undertaking a formal consultation. We asked for views to help shape PSPOs that control how dogs are controlled on beaches in Cornwall in the future. Closed 19 November 2019.

  • Cornwall Council administrated a Housing Need Survey on behalf of West Country Land & Developments to help inform the level of affordable housing need in the Landulph Parish to inform the redevelopment proposals for Rosehill Nurseries. Closed 3 November 2019.

  • We are reviewing our street trading policy and asked for comments on some minor amendments to the current policy to provide clarification on practices and procedures. Closed 31 October 2019.

  • Every year we ask residents to  tell us what they think of the rubbish, recycling, beach and street cleaning services provided by our contractor, Biffa, to help us identify and address any issues, as well as manage the contract as efficiently as possible. Closed 31 October 2019.

  • We asked for views on the Launceston Southern Growth Area Masterplan to help inform how development should come forward in the area. Closed 14 October 2019.

  • We asked for views on the Hayle Growth Area Masterplan to help inform how development should come forward in the area and how Hayle grows in the future. Closed 14 October 2019.

  • We asked for view on the current Carer Support and Assessment Service provision and also held three carer drop in sessions during October 2019 to help inform how the new service provision should look like from 2021 and how it can adapt to the challenges that health and adult social care are facing. Closed 27 October 2019.

  • We are working with Healthwatch Cornwall and have been gathering people’s views and experiences of day services support in Cornwall. We recognise that everyone is different and that no single service model will be right for everyone and we so we have been listening to people about the sorts of services they might want in the future. Closed 20 September 2019.

  • Homelessness can affect anyone at any time and Cornwall is reviewing its homelessness and rough sleeping strategy. We used feedback from engagement to develop an initial draft strategy which we made available for comments. Closed 12 September 2019.

  • We attended Truro Day on 8 September to hear from people about three schemes: the mixed use urban neighbourhood at Pydar Street,  Langarth Garden Village masterplan, and the adopted Truro and Kenwyn Neighbourhood Plan.

  • We held a series of drop in exhibitions for people to view the latest plans for the Saints Trails new walking and cycling network, that will link: St Agnes to Threemilestone (via Chiverton Cross); Trispen to Idless; - St Newlyn East to Carland Cross; and Perranporth to Newquay.   • We have been working with our partners to prepare an initial approach to how we can work together to address homelessness and rough sleeping. We recently reviewed Cornwall’s current homelessness strategy, which runs until March 2020, to take into account changes to legislation.  Closed 7 August 2019.

  • Advocacy services help people to speak up for themselves and get their voice heard. The adult advocacy services contracts that Adult Social Care has in place will come to an end in 2020 and to help inform what the new services should be like we asked people to let us know what is good about current advocacy services in Cornwall and how we could make them better. Closed 11 August 2019.

  • We recently consulted on the draft Cornwall Council’s farms strategy 2019 – 2039 which sets out our intentions for the Council farms estate. This strategy will be the framework for changing the role and purpose of the estate enabling tenants to grow successful businesses which also deliver environmental growth, promote health and wellbeing and enhance the distinctive historic landscape of Cornwall.   • Cornwall's new electoral divisions will come into effect at the 2021 Council elections, and as part of this work we reviewed our polling district and polling place arrangements for elections and asked people to let us know about the suitability of polling stations across Cornwall.   • We held drop in events on 19 and 20 July in Penzance to share the proposed final design for the resurfacing scheme to revitalise Penzance promenade. Find out more about the 'Bay to Bay' improvement plans for the Penzance Promenade

  • We sought people's views and opinions on climate change and helping to make Cornwall Carbon Neutral by 2030. We asked people to let us know which of the things that the Council can do to help Cornwall become carbon neutral, are most important to them, and what they are already doing, and would be willing to do themself to make a difference.   • We are reviewing current polling district and polling place arrangements for elections and asked for comments on the suitability of polling stations for future use. Closed 15 April 2019.

  • St. Mawgan-in-Pydar Parish Council and Cornwall Council conducted an online survey to establish the need for housing and help to ascertain what kind of housing, including affordable housing local people in the parish need. The results of this survey will help the Parish Council in planning for future development. Closed 8 March 2019.

  • Liskeard local residents and businesses were invited to help shape the future of the town’s cattle market site by taking part in Cornwall Council’s first ever Charrette programme.   • We sought views on the Integrated Risk Management Plan (IRMP) 2019-2022 for the Isles of Scilly Fire and Rescue Service. The results and findings will be fed back, reviewed and incorporated to help shape the focus and activities of the Isles of Scilly Fire and Rescue Service over the next three years. Closed 28 February 2019.

  • We consulted on proposed term dates for Community and Voluntary Controlled schools for the academic years 2020/21 and 2021/22. The proposed dates would apply to all Community and Voluntary Controlled schools in Cornwall. Foundation, Trust, Voluntary Aided schools and Academies are able to set their own term dates. The proposed dates have been discussed with other south west local authorities and we believe offer good consistency with our closest neighbours.   • We sought comments on a proposed new Parking Order to govern the operation of our car parks. The order includes proposals to increase charges overall by 3.1% (the rate of inflation) from 1 April 2019. Closed 1 February 2019.

  • We asked parents, carers, schools and other interested parties on our proposed admission arrangements for community and voluntary-controlled schools for the 2020/21 school year. Proposed changes were to the oversubscription criteria for some of the primary schools to give greater priority to children who have a sibling already at the school; and a reduction in the Published Admission Number for two primary schools.   • We asked for views on services for social, emotional and mental health working for children and young people in Cornwall. Closed 31 January 2019.
