Education, Health and Care needs assessments and planning

Every educational setting in Cornwall should provide high quality teaching that is differentiated, personalised and age appropriate for all children and young people, including those who have Special Educational Needs (SEN).

The majority of children and young people who have Special Educational Needs (SEN), will have their needs met through the additional and different provision provided at SEN Support in their early years setting, school or college. See our Graduated Response page for more information about what is available at SEN Support or visit Cornwall's SEND Local Offer to find a school's SEN Information report, outlining what they offer to children and young people with SEN.

A small minority of children or young people, who have the most complex needs, may require more intensive specialist help. If a child or young person cannot make educational progress despite receiving high quality SEN Support, then an Educational, Health and Care (EHC) needs assessment might be the next step.

An EHC needs assessment, sometimes called a statutory SEN assessment, is a detailed assessment to find out exactly what a child or young person’s special educational needs are and the support they may need in order to learn, progress and achieve.

For further information about the EHC Needs assessment process visit our Requests for an Education, Health and Care Needs Assessment page.

Information can also be found on Cornwall's SEND Local Offer and on our SEN Forms and Guidance page.
