Roles and Responsibilities

Successful delivery of the Eco-communities will only be achieved through partnership working. Public investment brings the opportunity to deliver wider infrastructure that can benefit existing communities as well as support the delivery of Eco-communities.  Private investment will be required to build the housing and employment space that will combine with new infrastructure and community facilities to create vibrant places to live and work.

Cornwall Council has two distinct roles in respect of the delivery of the Eco-community, one as the planning authority, we will decide upon planning applications.  The second is as the facilitator to enable the West Carclaze and Baal Eco-community as identified in the St Austell, St Blazey and China Clay Area Regeneration Plan and the emerging Cornwall Local Plan. 

The Economy, Enterprise and Environment Directorate lead the delivery of the project.

Eco-Bos is a joint venture company established by the private sector to deliver the Eco-communities. The company includes Imerys, the landowner of sites earmarked for development, and Orascom who boast the expertise of developers and consultants with experience of creating sustainable communities to very high environmental and ecological standards.
