Neighbourhood Planning

Neighbourhood Planning allows people to come together through a local parish or town council and say where they think new houses, businesses and shops should go, and what they should look like. These Neighbourhood Plans can be very simple, or go into considerable detail.

Cornwall Council’s Neighbourhood Planning Toolkit is intended to help communities decide whether to prepare a Neighbourhood Plan and sets out what steps should be followed to prepare a plan that reflects what the community wants to achieve.

Neighbourhood Plan Proposals

49 draft plan proposals have been formally submitted to Cornwall Council.

The Tywadreath and Par parish NDP consultation will run from 6 August until 15 October 2020.

This consultation is running for an extended 10 week period due to the national Covid-19 crisis.

Neighbourhood Plan Examinations 

4 examinations have been held with an additional 3 currently undergoing examination. 

  • St Endellion NDP has been successful at examination. The implemetation date is 25 September 2020.
  • Lanteglos by Fowey NDP has been successful at examination. The implementation date is 12 October 2020.
  • Camelford NDP is currently at examination. The examiner appointed is Deborah Mccan.
  • St Cleer NDP has been successful at examination. The implementation date is 23 July 2020. 
  • Falmouth NDP has been succesful at examination. The implementation date is 8 May 2020.

Neighbourhood Planning Referendums

38 referendums have been held and were all successful.

All Neighbourhood Planning Referendums will be postponed until further notice. For further information please see the press release.

  • St Clement, Ludgvan, Falmouth, St Enodor, St Cleer, St Endellion, and Lanteglos by Fowey NDP referendum have been postponed until 6 May 2021. This date may change depending on the goverment situation regarding Covid 19. The plans currently carry significant weight in decision making.
  • Lezant, Gwenapp and Fowey NDPs were successful at referendum on 27 February 2020.

Regulations linked to the coronavirus act 2020 mean that no elections or referendums can take place until 6 May 2021. This includes neighbourhood plan referendums. These provisions will be kept under review.  They may be ammended in response to changing circumstances. 

The Ministry of Housing, Communities and Local Government have updated planning guidance. It sets out that neighbourhood plans awaiting referendums can be given significant weight in decision-making.

Community Governance Review

Cornwall Council is undertaking a Community Governance Review(CGR) which can lead to changes of existing parish boundaries.
