There are 213 Parish and Town Councils in Cornwall and 137 are currently engaged in the different stages of the neighbourhood planning process. 125 Neighbourhood Areas are designated and this includes 5 cluster neighbourhood plans covering 17 parishes. The information below sets out the latest information on Neighbourhood Plans in Cornwall.

Neighbourhood Plan Proposals 

49 draft plan proposals have been formally submitted to Cornwall Council.

The Tywardreath and Par Parish NDP consultation will run from 6 August until 15 October 2020

This consultation is running for an extended ten week period.  This is due to the national Covid 19 crisis. 

Neighbourhood Plan Examinations

44 examinations have been held with an additional 3 currently undergoing examination.

• St Endellion NDP has been successful at Examination. The implementation date is 25 September 2020
• Lanteglos by Fowey NDP has been successful at Examination. The implementation date is 12 October 2020
• Camelford NDP is currently at examination. The independent examiner appointed is Deborah McCann 
• St Cleer NDP has been successful at examination. The Implementation date is 23 July 2020
• Falmouth NDP has been successful at examination. The Implementation date is 8 May 2020.

Neighbourhood Plan Referendums

38 referendums have been held and all were successful.

All Neighbourhood Planning Referendums are postponed until further notice. For more information please see the press release.

• St Clement, Ludgvan, Falmouth , St Enoder, St Cleer, St Endellion and Lanteglos by Fowey NDP Referendums have been postponed until 6 May 2021 or until the current circumstances have changed due to the Covid-19 crisis. The Plans currently carry significant weight in decison making.

• Lezant, Gwennap and Fowey NDP's were successful at Referendum on 27 February 2020. 

Regulations linked to the Coronavirus Act 2020 mean that no elections or referendums can take place until 6 May 2021. This includes neighourhood plan referendums. These provisions will be kept under review and may be amended or revoked in response to changing circumstances.

The Ministry of Housing, Communities and Local Government have updated planning guidance to set out that neighbourhood plans awaiting referendums can be given significant weight in decision-making.

Made Neighbourhood Plans

There are 38 made neighbourhood plans in Cornwall.

• Gwennap NDP was formally made by Cornwall Council and the implementation date is 12 March 2020. 
• Lezant NDP was formally made by Cornwall Council and the implementation date is 11 March 2020.
• Fowey Parish NDP was formally made by Cornwall Council and the implementation date is 11 March 2020.

Neighbourhood Planning Monthly E-Bulletin

The Council's Neighbourhood Planning Team produces a new monthly e-bulletin. This is aimed at Town and Parish Councils and Neighbourhood Planning Steering Groups across Cornwall. The e-bulletin will keep you updated with the latest news on Neighbourhood Plans in Cornwall. It will also provide any updates on the current consultations and legislation.
