Penryn Neighbourhood Development Plan
Penryn Town Council agreed to develop a Neighbourhood Plan for the area at a Town Council Meeting. This webpage provides you with information on the Penryn Neighbourhood Development Plan.
Neighbourhood Plan Referendum
The Penryn Parish Neighbourhood Development Plan cannot proceed to Referendum until 6 May 2021 due to the Covid-19 crisis as set out by Central Government.
Planning Guidance has set out that neighbourhood plans awaiting referendum can be given significant weight in decision-making. The implementation date for Penryn Parish NDP is 13 January 2021.
Neighbourhood Plan Examination
The Penryn Parish Neighbourhood Development Plan has been successful at examination. The independent examiner appointed was Liz Beth. The Examination documents can be downloaded below:

Plan Proposal Statutory Consultation (PA20/00003/NDP)
Penryn Parish Council submitted their plan proposal to Cornwall Council for their Designated Neighbourhood Development Plan area on 18 January 2020.
Cornwall Council consulted residents and other interested stakeholders on the plan for the Penryn Parish Area. Due to the unprecedented situation caused by Covid 19 the consultation ran for an extended 12 week period from 18 June - 10 September 2020.
Documents are available to view through the online planning register. Search the register for the planning application number PA20/00004/NDP.
Neighbourhood Area Designation
Penryn Town Council submitted an application and map to designation their Neighbourhood Area. This was submitted on 10th October 2016. Copies of the application letter and statement are available to download below. The statement explains how the Town Council and Neighbourhood Area met the conditions of Section 61G(2) of the Town And Country Planning Act 1990.
Neighbourhood area designations are not required to go out to statutory consultation before a decision is made, if the Neighbourhood area covers the whole of the Parish Boundary.
