Conservation Area Character Appraisals and Management Plans

Local Authorities are encouraged to produce Conservation Area Character Appraisals and Management Plans for each of their Conservation Areas.

Cornwall has 145 Conservation Areas and gradually Character Appraisals and Management Plans will be produced for all Conservation Areas.

A Character Appraisal defines what contributes to the special character and sense of place in our conservation areas and will help improve understanding of the history and historic context, define what it is about the character or appearance that makes it special and what should be preserved or enhanced, make a clear assessment of positive and negative features, identify opportunities for improvement and carry out a comprehensive review of the boundary.

For each settlement the appraisals look at:

  • The history of the buildings
  • Topography and landscape setting
  • Settlement form
  • Important views and vistas
  • Locally distinctive features and vernacular building styles
  • Past and present activities and uses
  • Streetscape and the public realm
  • Green spaces and trees

Many of these appraisals have associated Management Plans which include recommendations for the ongoing protection of the area, guide its future development in a manner that will preserve and enhance its special character and appearance. This helps support strategic decision making, provide practical policy guidance and design advice and promote and inspire design excellence and the preservation of the buildings and structures which make these Cornish Conservation Areas distinctive.

Together they provide a basis for making informed decisions on the positive management, protection and enhancement of the conservation areas and are material consideration within the Local Development Framework process.
