Heritage Led Regeneration

The historic environment lies at the heart of our sense of place and can be a valuable catalyst for regeneration. Cornwall’s most attractive and distinctive environments are tremendous assets that have always been sensitive to their context.

Regeneration needs to be done with equal sensitivity if it is to create better places and stronger communities. Understanding how places change, and recognising the significance of their history, is the key to successful and sustainable regeneration.

Integrating heritage buildings into urban regeneration schemes has been shown to create popular, successful urban quarters with character, where people enjoy living. Such regeneration represents an opportunity for conservation and development to work together and transform the built environment and public realm for the communities that live there.

Over the last ten years heritage regeneration schemes worth over £73m have transformed Cornish towns, helping to strengthen the self image of communities, recreate viable and attractive places, encourage sustained inward investment, lever in significant amounts of capital and sustain and create local jobs

  • 12 historic towns have had heritage led regeneration schemes worth £13.4m. For every £1 invested by local authorities £8 has been secured from outside.
  • There have been 43 other heritage projects throughout Cornwall worth £60m. For every £1 invested by local authorities £50 has been secured from outside.
  • Cornwall has secured a disproportionate amount of Heritage Lottery money compared to the rest of the South West.

Townscape Heritage Initiatives (THIs) are multi-funded grant schemes which fund traditional repairs and reinstated architectural detailing to targeted historic buildings in Conservation Areas. They bring vacant buildings back into use and promote the use of local materials and traditional building techniques. Staff from Cornwall Council's Strategic Historic Envrionment Service have been successful in bidding for and implementing a number of THIs and similar heritage-led regeneration schemes in Cornwall in recent years.

The Heritage Economic Regeneration Schemes (HERS) are property based grants schemes that target and engage property owners / leaseholders in the improvement of historic property in Conservation Areas.
