External Day Services

There are a wide range of day opportunities and support services in Cornwall. These are provided by a good mixture of very small local organisations and larger regional or national business and charities.

In 2017 Cornwall Council asked providers to apply to be part of a new Community Based Day Support framework.

The new contract started in April 2018 and has 28 different providers, some offer more than one service.

The community based support services are for adults with an eligible social care need. This includes people with physical disabilities, learning disabilities, sensory loss and age related needs.

Around 800 people a year are funded by Cornwall Council to access community based support as a way to meet some or all of the identified needs. Many of the services are also available to people who do not need support from Cornwall Council.

The new framework is designed for service providers and the council to work together to deliver the best possible outcomes for each individual person. This is measured against the four key adult social care outcomes:

  1. Enhancing quality of life for people with care and support needs
  2. Delaying and reducing the need for care and support
  3. Ensuring that people have a positive experience of care and support
  4. Safeguarding adults whose circumstances make them vulnerable and protecting them from avoidable harm

The requirements of the new contract were co-produced.  This included more than 20 face to face events and an online survey.  Key people we worked with include:

  • Adults with a learning disability
  • Adults with other social care needs including sensory loss and physical disability 
  • Carers
  • Older People
  • Professionals – social care/health
  • Providers 

Cornwall Council has held three provider events as part of the preparation for the forthcoming tender.  The presentations and questions and answers from the session are available:

The consultation period ran from January – March 2016. Over 400 people engaged with us, exploring what they want and need from community support (day) services and what good quality provision would look like. 

The key issues raised in the consultation included:

  1. How to extend the opening hours to evenings and Saturdays
  2. How to deliver an ageless service (not having to changes services at 65)
  3. What it means to become more community based
  4. Addressing the role of the centre as building based
  5. Ensuring wide access to services
  6. Services supporting person centred planning to achieving goals, including access to college and work
  7. Delivering activities that are meaningful and provide personal development

These issues were carefully considered in the development of the tender and what we are asking providers to do now (in the service specification). Together with providers we will continue to explore these issues throughout the lifetime of the contract.
