Locality Commissioning - Postcode Optimisation Workshops

Round three dates and areas announced

Following the success of round 2, we are keeping up the pace with the next round of locality-based optimisation workshops. A number of the priority unmet demand list requirements were fulfilled from across the county in round 2. This is really good news and it is certainly helping to make the best use of capacity in the market at the moment. We are now adapting the approach slightly in each locality. Thursday 4 February 11am – 12.30pm  
North & East Locality – Looe capacity building focus (PL13) 

Building on learning from the recent optimisation workshops – this will focus on business development opportunities in the Looe (PL13 area) where there is a higher than average level of unmet demand. 

Any providers currently operating in Cornwall interested in extending their reach into this PL13 postcode area, particularly those with existing presence in Liskeard, Saltash, or St Austell, would be warmly welcomed.  We also hope to see other types of care providers who are active in the Looe area at the meeting.  This is to help gain real insight into the value and challenges of delivering unmet demand in the area and to build relationships with peer providers.  

Tuesday 9 February – 11am – 12.30pm 

Central locality - ‘top half’ 

This workshop will focus on the ‘top half’ of the central locality .  This includes St Agnes, across to Newquay and including Mawgan Porth and to Padstow.  This will broadly follow the line of the A30 and includes Indian Queens, St Erme, Chacewater and St Day areas. The remainder of Central locality will be covered as detailed below. 

And in the following weeks

As we do each workshop we are gathering learnings and feedback. This means that the previously advertised dates of: Thursday 11 February – West Locality and Tuesday 23 February – Central Locality have been rescheduled.

The remainder of round 3 workshops to be:

  • Tuesday 16 February – Central Locality – bottom half 
  • Thursday 25 February – West Locality 
  • Tuesday 2 March – East/North Locality  

 All Round 3 workshops are planned to be from 11am to 12.30pm on the dates specified.

What is the Postcode Optimisaton Workshop concept?

Areas with the high levels of priority unmet home care packages are chosen. Operational Dynamic Purchase System (DPS) providers in each of the areas are invited to attend a workshop. They work together using an interactive map to identify opportunities:

  • to place high priority packages in rota gaps or with amendment to existing packages to free up space?
  • where entire rounds may be more attractive?
  • where swaps of any met packages that are far away from the rest of the run could be swapped between providers? This could reduce travel time and create more space to meet packages.

There was successful work on 'package optimisation' that took place during the Autumn of 2020. The learnings and successes from these have formed into this workshop concept. Round 2 and beyond workshops are building on this new way of working together.

Areas are chosen where we know there is both unmet demand and current pressures. We focus on both health and social care packages. DPS partners in each of these areas are invited to attend a workshop where we can all work and support each other.

The Council team has an up-to-date interactive map. It shows the location of met and unmet demand. It contains live data from the DPS and there is access to extra information on packages at the meeting.
