What is the Council doing to deliver affordable housing?
Cornwall Council has one of the highest delivery rates for affordable housing nationally.
Under the 2017 Government's New Homes Bonus scheme, Cornwall was given £17.06 million - the second highest allocation in the Country after Tower Hamlets in London, reflecting the high levels of affordable housing delivery in Cornwall.
Number of affordable homes completed
The figures below show the number of affordable homes which have been completed each year. There are also some maps for recent years which show where these new homes can be found.

- 2016 - 2017 - 823 new affordable homes
- 2015 - 2016 - 725 new affordable homes
- 2014 - 2015 - 1033 new affordable homes
- 2013 - 2014 - 744 new affordable homes
- 2012 - 2013 - 771 new affordable homes
- 2011 - 2012 - 787 new affordable homes
- 2010 - 2011 - 704 new affordable homes
- 2009 - 2010 - 852 new affordable homes

How do we deliver affordable housing in Cornwall?
We work in a number of innovative ways to deliver new affordable homes in Cornwall:
- Supporting the Planning Service and working to secure affordable homes as part of mixed tenure developments;
- Managing our new-build affordable housing development programme (through the Housing Revenue Account);
- Operating a commercial ‘Joint Venture’ with a private sector partner to facilitate housing growth on Council-owned land;
- Funding our Registered Provider partners to deliver additional affordable rented and shared ownership homes;
- Supporting Homes England with their affordable housing investment programme;
- Providing support, loan finance and grant funding to community groups – including CLTs – to provide community-led affordable housing;
- Enabling self-builders to meet their own affordable housing need;
- Undertaking estate regeneration of Council-owned housing stock, and supporting Registered Provider partners to do the same;
- Delivering specially commissioned gypsy and traveller accommodation/pitches in appropriate locations; and
- Developing proactive planning policy to support growth and enhanced delivery of affordable housing.
The need for new housing of all tenures is high, and we have set ambitious delivery targets to reflect this. The combination of high house prices and lower than average wages, has resulted in thousands of households in need. This is why we strongly support the provision of new affordable homes, as well as initiatives to support our partners in helping to meet this need – throughout Cornwall.
