Emergency Accommodation (Sign up process)

How to sign up to the Emergency Accommodation Contract

Cornwall Council advertises all accommodation opportunities through an E-tendering system. This is called “Supplying the South West”. (It is also known as “Due North”). The Emergency Accommodation contract is an open framework. It will remain open for the full four year term of the contract. Providers can join at any time.

The Emergency Accommodation contract is broken down into three ‘Lots’. You may apply for one or multiple Lots depending on your accommodation and suitability. Pricing has been set against ‘seasonal ceiling rates’ for each of the three Lots. More information about the contract and prices are in the specifications:

Inspections

Inspections will be carried out on each premises within the first three months of entering into the DPS. They will then be carried out quarterly.

Damages

Commissioned Providers need to have relevant insurance in place. Evidence of this must be submitted with their tender bids. This is required under the Terms and Conditions of the Contract. This includes claimant's costs and expenses in respect of accidental:

  • death or bodily injury to or sickness, illness or disease contracted by any person
  • loss of or damage to property

Evictions

Sometimes, the behaviour or actions of Applicants, may breach their Terms and Conditions. This may be to such a severe extent that the Provider is forced to end their placement.

Providers should follow the eviction procedure provided by Cornwall Housing Ltd.

Transfers

Very occasionally, a Provider may wish for a transfer. This is between emergency accommodation units under their management. The Provider will be required to apply for this. They will only be considered in exceptional circumstances, for example:

  • on the grounds of suitability
  • to enable essential repairs and maintenance.

All transfers require authorisation by Cornwall Housing Ltd. This is to amend records and enable housing benefit applications to be updated.

Support

The Provider is not required to provide any further support than normal housing management duties such as check-ins and maintenance requests.
