Homelessness and Rough Sleeping Strategy


Homelessness is complex and often reflects other vulnerabilities or circumstances related to health, justice or social services. Successful homelessness strategies require all public services to contribute in a way that recognises the personal needs, strengths and assets of every household.

Cornwall’s current homelessness and rough sleeping strategy - Cornwall's Partnership Approach to Preventing Homelessness and Rough Sleeping -  runs until March 2025. (Please note this version is the one approved at Cabinet in March 2020 - a fully designed version will be available shortly)

Cornwall Housing Ltd.manages the Council's Homelessness Services.

The final version of the Strategy has been through the internal Council sign off process and was approved at Cabinet in March 2020, ready to be implemented from 1 April 2020. Partners will take the Strategy through their own internal governance processes. Below are listed the many consultation and engagement phases that the strategy went through to achieve the final version.

Final Draft Strategy Consultation

Consultation and feedback was used to prepare the Final Draft Strategy which was made available for comment during October and November 2019. A response report was prepared and which set out how responses received were used to prepare the Final Strategy.

Initial Draft Strategy Consultation

Consultation and engagement feedback was used to prepare the Homelessness and Rough Sleeping Strategy initial consultation version which was available for comment between August and September. A response report is available and was used to prepare the final draft strategy for comments.

A twelve week consultation ran from 15 May to 7 August 2019. In addition, a range of engagement events took place across Cornwall with a number of Partners that work in homelessness.

Stakeholder and Service User Consultation

The first stage in reviewing Cornwall's Homelessness Strategy was to gain feedback on how the current approach is working - from key stakeholders working with homeless households and from users of homelessness services. This was undertaken between November 2018 and January 2019 and the following two reports summarise findings:

A literature review provides links to various national and local reports on different aspects of homelessness and which will be periodically updated as useful documents are published.

briefing note was prepared that provides some useful background information on homelessness, such as what has been delivered through the current strategy, the implementation of the Homelessness Reduction Act, current activity around reducing rough sleeping and an overview of the consultation and engagement planned for the new strategy.
