The apprenticeship levy gives employers like Cornwall Council an opportunity to spend money on high-quality training. This helps to grow our business and get the skilled workforce we need to thrive and succeed. Now we can work in partnership with other employers. We can help them to take on new apprentices and to support and develop existing employees.

We are a large levy paying employer with an ambitious Apprentice Strategy. As such, we can now transfer up to 25% of our apprenticeship levy funds to other employers. This can help to boost the number of high-quality apprenticeships across the county.

We can transfer funds to employers and make it easier for them to access apprenticeships. This can include new apprentices or existing employees undertaking an apprenticeship. We are not able to transfer funds for apprenticeships that have already started.

Receiving employers can be:

  • In our supply chain, including the supply chain for our Group of Companies
  • Providing Council services passes on for delivery, e.g. Town and Parish Councils
  • Businesses and other organisations that support Cornwall’s 'growth agenda' (as outlined in the Learning Enterprise Partnership’s 10 Opportunities)
  • Voluntary, community and social enterprise (VCSE) sector

To benefit the most from the levy funds, bids will be prioritised using the following criteria:

  • Priority 1: Addressing skill shortages in Cornwall. Priority sectors to include Health and Social Care and Digital skills.
  • Priority 2: Supporting the size of shared services on behalf of the Council. (E.g. Town Councils delivering Library Services)
  • Priority 3: Creating apprenticeship opportunities for disadvantaged groups. (E.g. Care leavers; someone who is not in education, employment or training (NEET); those with disabilities or the long term unemployed)
  • Priority 4: Creating Higher Level Apprenticeships. Cornwall's population has fewer high-level qualifications than anywhere else in the country.  Creating high-level apprenticeships will support our apprenticeship and wider economic and skills strategies.
  • So that we can identify and select transfer fund recipients, we will carry out an ‘expression of interest’ bid process
  • Employers must show how their apprenticeship/s will add to the Council’s strategic aims
  • Any employer or organisation receiving funds must be registered on the apprenticeship service
  • Funding transfers can only be used to pay for the training and assessment of apprenticeship standards
  • Transferred funds can be used for new apprentices and existing employees undertaking apprenticeships.  But not for an apprenticeship that has already started or if a learning provider is alrieady in place.

Employers interested in making a bid for a levy transfer will need to apply online using the link below. You will need to provide the following:

  1. Title and Level of apprenticeship standard/s 
  2. Details of which priority strategic aims the apprenticeship/s will meet
  3. Confirmation that an agreement with a learning provider is not already in place for the apprenticeship
  4. Confirmation of the longer-term plans for your apprentice/s on completion of their apprenticeship
  5. Confirmation that you will notify the Council of the apprenticeship/s outcome

Apply for apprenticeship levy funds online

Applications will be administered by the Council's Talent & Development team. This team manages the Council's Apprenticeship Programme and Levy account.

Applications will be scored against the assessment questions and the four priorities.

Approval for new apprentices will be ‘given in principal’ until they have been recruited and a learning provider has been found.

The opportunity to bid for transfer funds will remain open throughout the year.

Applicants will be contacted within two weeks of initial application to confirm outcome of their bid. 

If approved applications exceed funds available, a selection process will be used to help.

For monitoring purposes, receiving employers will also need to notify us with the outcome of the apprenticeship.
