Background to the scheme

The A30 is the main highway route linking Cornwall to the regional and national strategic road networks and connecting the county to the rest of the UK. The A30 is of dual carriageway standard between the M5 at Exeter and Carland Cross near Truro, with the exception of the 4.5km single carriageway section between Temple and Higher Carblake. This section forms a constraint to the capacity of the A30 route, often causing severe congestion and delays. This has a detrimental effect on the Cornish economy and limits opportunities for potential growth.

Cornwall Council worked in partnership with Highways England and the Department for Transport to dual the single carriageway section.

The works involved the construction of three bridges located at strategic locations along the improved route and the number of direct private accesses onto the A30 were reduced. Also, in this environmentally sensitive area, full regard was given to ensure the new road fits into its surroundings and ecological enhancement and mitigation were designed as required.

CORMAC Consultancy designed the works and Kier Infrastructure were appointed as Principal Contractor following a procurement exercise.  For up-to-date information regarding the works please refer to Kier’s A30 Cornwall web site.

As the scheme involves changes to a trunk road it is a Nationally Significant Infrastructure Project (NSIP). Under the Planning Act 2008, Cornwall Council were required to submit a Development Consent Order (DCO) to the Planning Inspectorate. The DCO was approved on 5th February 2015 and gave Cornwall Council all the necessary powers to construct the scheme (including the purchase of land required).

The road improvement will deliver benefits of strategic importance to the wider economy of Cornwall, easing congestion, making journeys more reliable and making it easier to get around Cornwall.
